Key/OIG Leadership Development Certificate

The Key Office of Inspectors General Leadership Development Certificate (Key/OIG) is a highly competitive program for leaders within Offices of Inspectors General nationwide. The Key/OIG Leadership Development Certificate expands the effectiveness of these offices by honing the leadership capacity of individual managers.

All Key/OIG students are sponsored by their offices for this elite leadership training. Leaders, GS-13 and above, are eligible to be nominated by their office.

Key/OIG courses build students’ skills in leadership, teambuilding, facilitation, leading organizational change, ethics, budget and political processes, and other areas crucial to being an effective leader. Courses tracts are designed for new leaders and for experienced leaders. Courses are taught over two weeks with a break between the weeks to enable participants to apply what they have learned and then reconvene to discuss their experiences.

The Key/OIG Leadership Development Certificate is based on the Key philosophy. In order to develop the skills necessary to succeed in the rapidly changing environment, the Key program is conducted in a safe and respectful environment where students practice leadership and management skills, increase leadership capacity through feedback, and learn about major issues through real-life case scenarios.

1. Who is the program for?

The Key/OIG program is designed for both new leaders (GS-13 or GS-14 who have not had formal leadership development opportunities) and experienced leaders (long time GS-14 or GS-15 leaders who may or may not have had formal leadership development opportunities.) All Key/OIG students must be employees of an Office of Inspector General.

2. What does the program consist of?

For new leaders:
Week 1:Transforming from Managing to Leading (3 days); Group Theory and Facilitation (2 days)

4. How much is tuition?

The tuition for the Key/OIG Certificate program is based on the leader level.

For new leaders, the cost to the sponsoring OIG will be $3,000. This includes 10 days of instruction. OIGs may add a 360-degree evaluation and two coaching sessions as an option for an additional $1,500.

For experienced leaders, the cost to the sponsoring OIG will be $3,000. This includes 10 or 13 days of instruction. OIGs may add a 360-degree evaluation and two coaching sessions as an option for an additional $1,500.
