Procurement & Contracts Department (PCD) is responsible for the inventory of capital equipment. Items that departments no longer use must be turned over to the Surplus Program so the University capital asset records can be updated and the items can be redistributed to other departments, sold, donated, or scrapped. PCD manages this program to ensure that University acquisition, funding, and disposal regulations are met. The Division of Purchasing and Materials Management is responsible for the procurement of all state required supplies, materials, equipment and professional or general services except for those agencies exempted by law. The division transacts monetary commitments and contracts or authorizes such transactions by state agencies; executes procurement functions in accordance with applicable statutes and maximizes competitive procurement and awards on all contracts; develops programs to expand business with minority business enterprises; provides for statewide cooperative procurement by local government; and maintains responsibility for the statewide in-house recycling program. The Materials Management section is responsible for transfers and disposal of state surplus property and acquires donable property declared excess by federal government agencies for the distribution of such property to public supported entities.
